Why won't the stitch length dial/knob from my "Nelco Sierra 234F" sewing machine move?

We have the exact same model and problem. I (husband) fixed it by gently moving the nob with a plumber's wrench protecting it with a rubber thingy to open jars - not elegant but it works! Now my wife will need a plumber's wrench in her sewing kit :-)
It probably needs to be oiled! If you have the manual, the piling instructions will show you how. If not search fixya.com for detailed on unfreezing the dial with a drop of oil.
I have the same machine and exactly the same problem. The problem is that the parts are extremely precisely machined and with long term storage the movement freezes. You need to disassemble and remove the length assembly (remove top, bottom motor and machine wheel to access the three screws you need to take out). Once I got it out, I used pb blaster, let it sit, then used vice grips on the inside parts (NOT the knob- it will break) and worked the two parts (theres an inner and outer piece that was frozen together) until they moved freely and after removing the snap clamp, pulled the pieces apart and silicone greased them so they moved together freely.
Gma, your answer is excellent. Dismantling the parts, cleaning and lubricating as you described is the most thorough way to correct the problem. However, in many cases, it isn't necessary and many people are not confident enough to take on such an endeavor.
I would suggest first oiling the machine with Tri-flow oil. If you don't mind making a mess, you could use the Tri-flow spray lubricant. Regular sewing machine oil works too but make sure it has a long tube to reach where you need to oil. Never use other oils not meant for sewing machines.
