It depends on what type of material they're made of. You can try shoe stretchers and leave them in a while, but there is a chance they might just bounce back. Worth a shot.
You can put plastic bags in the boots. Fill the bags with water and seal them tightly. Put in freezer. I know this works for leather. It is worth a try.
For me to stretch my shoes/boots, I wear them around the house so they can get worn in a bit.
Rubber boots are almost impossible to stretch permanently without ruining them.
They will stretch out when you put them on or put a stretcher in them and then as soon as that force is gone, they bounce back to their original size.
I always buy a them bigger than I need and wear thicker socks so they don't slide around on my feet.
