Cut top from the peppers; remove carefully all the seeds and tongue. Cut then slices from the bottoms so the peppers will stand. Melt the butter, add the flour and seasoning, then the milk; add the meat and fill the peppers with the mixture. Cover with crumbs made by stirring 2/3 cup cracker crumbs into 2/3 Tbsp. of melted butter. Place the peppers in a baking pan and cover the bottom with boiling water. Bake in 375 degrees F oven for 30 minutes.

Does anyone have a recipe for stuffed peppers where you actually cook the meat inside of he peppers instead of browning it first? I remember eating some that were almost like meatloaf inside a pepper, and i am pretty sure there was rice in the mixture...
I used to love these, but almost all the recipes i have found online have been with pre browned meat. (10/12/2006)

I also have had stuffed peppers made with raw hamburger meat at a friend's house years ago, and loved them. The only recipes I've found all started with browned meat too, and I would love to have a recipe starting with raw meat also if anyone has one. Thanks! (08/13/2008)
