You can use half a cup of evaporated milk with a cup of sugar and two tablespoons of melted butter... but I am going to guess you do not have evaporated milk :) Try whisking together two eggs, a cup brown sugar, a teaspoon of vanilla, two tablespoons of flour, half a teaspoon of baking powder and a dash of salt.
There are many substitutes. 2 eggs is one of them. www.8broads.com/
I am attaching a recipe for it. Depending on what you make it may not turn out exactly the way it is supposed to...or at least that is always my experience when I substitute.

The receipe calls for 2 tablespoons of condensed milk with my chips to be melted. I hate to open a can just for that.
This is one I use a lot when not having any condensed milk on hand.
2 eggs
1 C Brown Sugar
1 tsp of real vanilla
2 tbs flour
1/2 tsp baking powder
1/4 tsp salt
Just mix them all together & boom! Youre ready to go!
This equals 1 can of condensed milk.
