Here in the states, sweet 16 is only for girls. Boys are just birthday parties. What does he like? You could center it around a hobby of his. First, you need to determine your budget, then decide how many guest. Then, what type of food? Go out, eat in or have delivered? You also need some activities-games, movies, bowling??? And, you need to decide when and where to have it. And, don't forget the cake.
Most boys don't celebrate a Sweet 16, but you can start a trend. Invite his friends and do some kind of activity he likes.
