Mix well or shake until sugar and salt are dissolved. Can be refrigerated. You can use olive oil, but it will solidify in the refrigerator.

I learned in France that you dissolve the salt, and sugar in this case, in the vinegar before you add the oil. It really does make a difference.
That is also the basis for Pennsylvania Dutch sweet and sour for tomatoes. Grandma would soak the tomatoes in the apple cider vinegar and when serving, pass the sugar.
