My mum recently bought me a razor for my arm pits. I want to also shave my legs because they are very dark and thick. When I asked my mum when I can shave my legs, she said 16, 16! All my friends are shaving their legs and they get to wear shorts without being embarrassed. Help, I wish my mum would research about it more, cuz I have and I think I'm ready to shave.

How old are you currently? I would think she bought you a razor for shaving your arm pits there would be difference to shave your legs also? You should tell her your legs have a lot of hair and see what she thinks , or show her. No need to necessarily compare to your friends or she will say is that why you want to shave as well?
I'm not sure if you and your mum are aware that there are beauty products (creams) you can buy at a pharmacy that will safely and easily remove the hair on your legs without using a razor. Just follow the directions (smooth the cream on your legs, leave on (x) minutes and wash off in the shower.
Ask if you can use a depilatory to remove the leg hair. Your mother is probably worried that you are going to cut yourself.

I would definitely do your research on hair removal products that do not require using a razor. Go to your mom and explain that you are embarrassed by the hair on your legs and ask if she would consider letting you try one of the products that you have researched.
I never understood the big deal with hair getting thicker after shaving as even if it were true, we already want to keep shaving that same hair so it won't make much difference :D.
