A family favorite
Brown beef and onions. Mix rest of ingredients together except corn bread. Put in a greased casserole and top with prepared corn bread. Bake at 425 degrees F for 35 minutes.

Tried this last night but either I read the directions wrong or it needs some tweaking. I did use frozen corn which added some moisture, but the cup of water really watered it down.
The tomato soup was an odd addition. It didn't make it saucier at all, in fact, there was no sauce to it by the time it was done. It was basically hamburger, corn, peppers, onions and spices with corn bread on top. Was it supposed to be tomato sauce?
When it says "top with prepared corn bread" I assume you meant pre cooked cornbread, right? Just mixed like it was ready to be baked, the batter?
But it did taste good so I'll make it again with my tweaks. (06/25/2009)

Selahgal, I'm not sure what you mean because you said at first that the water made it too watered down but then you said that there was hardly any sauce left at all. No, the recipe was not supposed to be tomato sauce, but if you want to try it, you can. I've not had any trouble with this myself. I would suggest either adding or deleting some of the liquid if you don't like the amount of sauce or lack thereof. Also, yes, you were right about the cornbread. Hope it works for you after you do your 'tweaking.' (06/25/2009)
