Place frozen tater tots in baking dish (ungreased). Mix hamburger, 1/4 cup each chopped onion, green pepper and celery and cover potatoes. Pour undiluted soup on top. Bake at 325 degrees F for 1 hour.

I wonder if the hamburger should be cooked first. I followed the recipe as given and the hamburger is still raw after one hour at 325F.
I always brown hamburger before adding to any casserole or skillet dinner. I'm surprised, though, that it was still raw after an hour's baking; must have been because the tater tots were frozen, and took a while to come up to cooking temperature.
Actually, when I bring home a family size package of hamburger, I make some patties for hamburgers, or a meat loaf, or something, and then brown the rest; I drain it well, spread it on a shallow baking pan, and freeze it. Then I bag it and keep it handy in the freezer for any recipe calling for browned hamburger.
