I am a Boy Scout working on my Eagle Scout Project and I need assistance identifying the name of this piece of equipment. It appears to have a plow on the bottom for pushing dirt out of the way to make way for seeds, but I would prefer to have an accurate description for my exhibit.

Its called a "Single Wheel Hand Cultivator". Good luck on your Eagle Scout !!! I was a Girl Scout leader for 13 years, and my husband was a Scout Leader and Scout Master for 10 years, so scouting is in our blood.
This is a Single / Low Wheel Hoe or Push Plow.
The single wheeled hoe is a type of plow. It overturns soil, buries weeds, mixes nutrients and would have been used for gardening.
it's a hand plow
it's a hand plow, it's called a one hand cultivator, no technical name.
I dont know the technical name, but it looks like it makes the rows so the farmer can plant the seeds.
I believe you have the description correctly stated and from reading several links to the history of this or a similar item it appears it was probably made by a company name 'Planet Junior/Planet JR'.
Here is a link to more history about the Planet JR:

You will find it listed for sale under several descriptions and mostly listed as a cultivator.
