Of course you need to consult a Doctor, there is care to help yourself with piercing. Sometimes this happens with your teeth, jewelry, or something catching unto the piercing, pulling it to tear your skin. The good part is that the tongue is one of the strongest muscle in your body. I would consult a doctor about this. It should not do this.
You will probably have to take it out and allow it to heal (if your tongue ripped).
You can go back to your piecer and see what they say.
Return to the shop that did this for you as soon as possible and let them advise you as to what caused this and how to fix it now.
I feel sure they will remove it and tell you what to do to get this healing underway.
