I have recently dyed my hair using Manic Panic fuschia shock, it has come out really, really bright and I'm just wanting to tone it down. I was thinking of using a very diluted semi permanant brown over top. Would this work? Or would it be a disaster?

I would shampoo it with a shampoo with a high detergent content. This will make a lot of the color wash out.
Is it bright blond under? I'd use a very light semi permanent brown
i think it would be a disaster, and what you have looks great! if you want to see what might happen try using a spray over it first
I think it is a nice soft pink. I would just wait it out for a few months. The pink will fade a lot over time. It is always brightest right afterwards. You could experiment with hats or wearing it up, to show.
But if you really don't want the pink, I would not try using a brown to make it duller. The brown will probably cover the pink up entirely. I would get a color stripper and take the pink out or maybe have a salon take a look at it and give you advice.
