My MTD mower rider will start with the drive belt off, but when I put the drive belt on it just jerks and will not turn over. I would really appreciate some help with this issue. I have replaced the starter, replaced the battery, and checked for loose wires.

Check spark plugs,filter,and carburetor!
Make sure the belt is installed correctly.
It sounds like you are really handy. I would head over to YouTube and watch a few videos on troubleshooting your mower and you may see something--a step or a connection--that you missed.
I have fixed my vacuum (twice) and my weed wacker through YouTube videos and I am not handy. To me it is a huge blessing and time saver as I can usually figure it out from just a few minutes of time.
