I found the answer to a similar question:
"Assuming that the extractor is putting out sufficient water from the pump, usually the recovery tank not filling will be due to an "open" or an "obstruction." An open is a lack of seal or vacuum pressure in the recovery tank. That can be due to a missing gasket or a crack or hole in the tank. Think about a cracked drinking straw and how difficult it is to draw liquid. If you have an open in the system you will no hear vacuum pressure building in the tank and the vacuum motor will not build up RPM's due to a lack of resistance.

If your problem is an obstruction, that would be due to an object lodged in the path of suction such as built up mud in the vac shoe. This can be a trickier fix as you'll likely need to disassemble the machine to a point that you can clear the clog."

We could probably help you find an answer quicker if you could provide the brand and model of your cleaner and a picture sometimes helps.
The best solution right now may be to Google your brand & model cleaner to find the brand company website, search for their support button and present your problem to them.

They should be able to provide instructions on how to solve your problem.
