I have purchased a new GE electric range; it is brand new. When I plugged it in the control panel (touch screen clock and oven settings) and oven do not power up and work. The stove top burners (turn knobs) still work. The outlet tested shows power of Black&Red =240 / Black&White =120 / Red&White =120 when nothing plugged in. Once the range was plugged in it doesn't work and then the power is Black&Red =240 / Black&White =0 / Red&White =240. Looking for possible suggestions on why?

A brand new range is under warranty and if you work on it yourself you may void that warranty. Call the store you purchased it from and ask for service or a different stove.
Yikes! Brand new with this issue? Not good! Call the store and ask them about it and about their return policy. I have learned the hard way that appliances can get damaged during transit or installation and need to be replaced.
Hopefully the store will work with you and get it swapped out quickly! Post back with an update!
