What causes this? A few days ago we smelled a weird smell. My husband said it was the breakers so he checked all of them to make sure they were in correctly. They were. Now my stove lights will work, but it won't heat. My dryer will run, but won't heat. The outlets in my living room will run the TV a lamp, etc., but won't run a heater. If you unplug the hot water heater the bathroom lights and plugs won't work and there are two breakers to the kitchen. You have to have both on just to have the stove lights on. If you switch one off then the bathroom has no power. And now my hot water heater isn't heating much at all. What could this be? The only thing my husband has done is a few days ago he took the bulb fixture out of the ceiling fan and wired in a new one.

One of your main hot wires coming into the panel is dead. It's either the main breaker or a main fuse or a bad wire. Please call an electrician for safety reasons. They are trained to take care of these sorts of problems in a safe manner and have the necessary tools for them same.
If you smell something, please call an electrician. The outer covering of your wires may have heated up and melted. If two bare wires touch, you can have a fire. This happened to us with some outdoor power wires.
