My dryer started stopping prematurely and now it won't turn on at all but is still getting power. Soon after my stove's clock works, but there is no heat. They're on separate circuits.

It still sounds like you have an issue with the appliances or an amp problem in your circuit breaker box. You could have a blown fuse in both breakers that is causing you this problem. You'll need to use a volt meter to determine how much juice is passing through your line in order to determine where the problem actually is. It could be at the outlet or at the breaker box itself.
These sound like two separate incidents in your home. Your dryer could have a problem with the electric circuit board that needs replacing. As for your stove clock stopping this isn't related to your dryer at all.
