Troubleshooting Electrical Circuit Problems?

My electric in several rooms is not working. The breaker is not blown and all outlets and fixtures are hot and getting power, but not working when turned on on.

You might have a loose wire, the ground wire may not be connected, or the wiring may be incorrect.

Yikes. If you have something that is hot, please call in a pro quickly! I know there are diy fix's for electrical issues but unless you are super handy, diy and electricity can be a dangerous mix.
