Used my Black and Decker All-in-one Breadmaker B1561 extensively during Covid, but recently the bread rose, then sank in the later stages. The pan paddle seems very stiff and I find the machine paddle stiff also. Could this be the problem?

Judy's suggestion is probably the best answer as bread machines that start giving problems will many times keep having different problems.
If you have a handy man around they may be able to take the paddle out and see if they can find a problem by maybe referring to the manual.
Some repair shops will give you a free estimate on cost of repairs but some charge so be sure about this before dealing with a shop.
A good idea is to Google thrift stores with your zip code and then make a list and start calling to see if they have any bread machines available - this will save a lot of time and gas money over just visiting your local stores.

If you baked using the same recipe and did not make a mistake when measuring the ingredients, then most likely the reason is the paddle. There is no description of such a problem in the manual.

Bread machines are very plentiful in thrift stores, at yard sales and on Freecycle. It will be cheaper for you to just replace it.
