The fuse that controls the dryer sparks when the breaker flips. I changed all the breakers and all the little switches so that it will new, but nothing happens. It won't work, could it be the wiring?

I'm so sorry to say this, but that is a hazard and very dangerous. You really need an upgraded circuit breaker boxes with decent fuses in this.
On the other hand, if you have not secured the wires in the new curcit this will cause it to not work. If there is an issue with the electric wiring running through the home, then this can also cause your problem. If the one of the wires was sparking, it sounds like you have a damaged cable somewhere in the wall. Your electric cabling looks old and should be replaced. The protective coating on the cable can get old and damaged from the heat in the wall. I might suggest calling an expert to come in and assess the problem for you.
Sparking is very dangerous. You could have a fire. I would call an electrician. If you try to fix it yourself and have a fire, insurance wont pay if they see it was done incorrectly.
