This sounds crazy, but I shaved my body with an electronic razor, no water or cream (never did that before) and about a week after that, I began to feel as if hair was under my skin, everywhere, especially my face. It feels like hair is wrapped around my ears, nose, and even my neck.
My family thinks I'm nuts, but I am feeling like hair is growing around my neck and it's almost choking me. I don't know what's happening, but the hair never grew back on my legs. So is it possible the hair is growing under my skin somehow? It's very painful and it also effects my arms, hands and feet.
Please help me.

It is possible you are having issues with ingrown hairs. You may want to consult with a dermatologist or at least your PCP...even if it is just by phone or email to ask. If it is ingrown hairs, they can get infected and cause issues like cellulitis, which is nothing to mess with.
You may be having sensations from just total removal of this much skin covering as this is not a "normal" thing that very many people do.
You should make an appointment with a dermatologist to make sure that is all it is. He may be able to prescribe something that you can take until some of your natural hair grows back that will stop some of these feelings and also any pain you are having.
You undoubtedly have a reason for doing this but perhaps you should discuss how to do this with the dermatologist so you can be sure you are doing it correctly/safely should you decide to do this again in the future.
You might have irritated skin in areas that havent been shaved before and are sensitive.
