If I disinfect a rock/dirt area with a bleach solution (just to be safe from any unknown parvo potential), is it safe for my puppy to walk and sniff on after it dries? Can the bleach solution hurt him?

Ask your vet what products he recommends for treating ground areas. However, even if you walk across the ground and then walk inside, you have then contaminated the inside......They only safe way to prevent it is to get him his shots.
It can take up to a year to get rid of parvo outdoors. I would keep the puppy inside until he has all the shots.
Is there a specific reason you are concerned IE a recent parvo infected dog walked that area?
it is hard to imagine that bleach will NOT kill it; on the other hand it is hard to imagine a person being able to bleach the entire outdoors for fear of Parvo.
