It seems it is according to the type and brand of steam cleaner you are asking about.
I believe the Shark Steam Cleaner is the one that is called 'Steam Blaster' and if this is your machine then Shark says NO - do not use anything in their machine but tap or distilled water.

Be careful with this as the Shark web site says not to use anything but water in the Blaster and if you have a warranty using something other than water would void your warranty.

This is very dangerous and not recommended by the company who makes these cleaners. This can destroy your machine, clog it up, or stop it from working all together. I would not recommend that you do this one.
