I have many small 2x2 ceramic tiles that have been painted by elementary art students. I do not know what kind of paint was used but it has adhered well. I would like to do an outdoor craft project with the tiles on cement or cinder blocks.
I have worked with tiles before and they do not always adhere to concrete well. Some tiles are not completely flat on the bottom and that kind does not adhere well.
Also, many tiles have a slick finish on the underside and those are difficult to keep attached for a long period of time. Although you 'rough' them up with sandpaper and that seems to help their staying power.
I would recommend that you take a few of your little tiles to either an Ace or TrueValue hardware store and tell one of the clerks what you are trying to do.

You could also use Gorilla Glue. They have several different types.
Industrial Strength E-6000 adhesive works very well. This vid gives good info for 3 different spray on clear coats to protect tile:
