It's perhaps not always appropriate to give someone a gift wrapped in recycled materials. It can look a bit mean and thoughtless and can appear as if the recipient is worthless in your eyes. Some people would be offended.
However, if you do like to recycle and know people who are like minded you can enter into a pact with such friends, relatives, and work colleagues to always use recycled paper, ribbon, string, and bows when giving presents to each other. This could include pre-used gift wrap, newspapers, pages from magazines, and tags cut from old envelopes or cereal packets.

My peeps know my income and they don't mind. However, I don't use newsprint except to send someone a package through the mail. I have used it to wrap the outer box and it works great.
I do use second hand bags if they are in very good shape. Even the Dollar Tree is a bit pricey for some of us so I get them at thrift stores.
I used to save the comic section and used it to wrap birthday gifts. Alas, I no longer take the paper, so reuse gift bags we have had for many years.
We have used recycled wrapping paper at our family Christmas for years now. Unless the paper has become unusably tattered or worn once it comes off the gift it gets folded up and put in "Mom's Recycle Pile". Now it has not only become a tradition but a source of fun. My (grown) children and grandchildren try to guess how many different gifts one piece of wrapping paper has been used for or try to find out how many people in the room have had a gift wrapped in that paper!
