I would say no. I have read you can use warm tea without milk, so I assume the milk is not recommended.
I have always had good luck with tea whether warm or cool. I use instant, just enough to slightly color the water. Use a soft cloth or cotton ball to apply. I have also used in my own eyes. Steeped tea is usually too strong. To much tannic acid.

Using milk on kitten's eyes.
Step 1
I would not use milk on the cat's eyes.
Step 2
Make a saline solution.
Step 3
Boil 1 cup of water,add 1/4 tsp of salt mix well.
Step 4
Allow the solution too cool and clean the cat's eyes with it.
Step 5
Use a warm wash cloth to wash the eyes every 1 to 2 hours.
I would think this would help if they are matted shut, it may help loosen the gunk that has dried allowing you to gently wipe them clear. I do not know about it being able to help with infections though. You may want to call your local vet to be sure.
