What are you using it on the dog for? Here is a snippet from cuteness.com about how to use witch hazel on dogs. It is safe:

To apply witch hazel, place some on a cotton pad or cotton ball and lightly blot the affected area of your dog's skin. It may sting at first if the skin is particularly irritated, but it evaporates within seconds. Alternately, you can place some in a spray bottle and lightly mist it on the hot spot.

Avoid applying it too often, since its astringent properties may cause drying. If you notice any unusual swelling or irritation after putting witch hazel on your pup, discontinue use immediately and contact your veterinarian.

The witch hazel from the drugstore also has some alcohol in it which has pros and cons, but I would think it might sting. I also have some from the health store which Does not have alcohol Im going to try the latter first.

Looks like you can! Each dog would vary, so I would use a small amount first and see your dogs reaction.

You can use it very sparingly only on the itchy area

We recently ask our vet about this and he said it was okay for those itchy hot spots but to start with 50/50 water and witch hazel and use clean q-tips or cotton balls.

he also recommended using one of the products for helping the dog/puppy relax but do not use over an extended period - just for a few days to give the spots time to heal.
Also, he said most triple antibiotic creams were okay to use on spots where the dog could not lick.
