It appears the seller is either trying to scam you (an inexperienced buyer?) or they know very little about their jukebox. In either case, I believe this is a case of Caveat Emptor (Buyer Beware).
The jukebox in the picture is a 1977 Seeburg STD-4 Mardi Gras Vinyl Jukebox. You may like this model but $1,800 is a lot of money to dish out when you seem to know very little about buying a jukebox and the seller does not seem to be being very honest with you.
It is difficult to quote a value when there are so many variables that will affect price/value and very few examples of sold items and none in your area. Jukeboxes are rarely shipped but sold in the area they are located. This means the market in your area will be a big factor in determining the final value.
Here is an example of this model that sold for $500. Only problem is it was sold in 2013 which is too long ago to make it viable.

My personal opinion would be to give a lot of thought to dealing with this seller, but no matter your decision, try to find a knowledgeable dealer before paying the money.
