These are nice dolls but the doll market has been flooded for several years and value seems to be very low for almost all brands/styles of dolls.
Your 1999 Brass Key Camellia Garden Doll falls in that low value area although many of these dolls have high 'asking' prices the sales are very low and the prices paid are even as low as $5 plus shipping. Occasionally any style doll will sell for more money but it is the rare case.
This company made several thousand of this doll in different styles but I did not find an exact match to yours. There are several similar dolls listed for sale on eBay and the asking prices are all over the place but asking prices are just a price the seller would like to receive for their dolls. For current value you will have to search sold listings to see what someone is actually willing to pay for one of these dolls.

Remember; we usually have no way to determine how long any of these dolls have been listed as many sellers leave dolls listed for months or even years.

eBay is a good site for research but not very good for a new seller to try and sell their dolls.
If you still wish to sell your doll I would recommend listing her (with several pictures) on local venues such as Craigslist, Facebook Marketplace, LetGo, and any others where you can list her as 'local pick up only' so there would be no shipping involved.
This way you can start the price as high as you wish and lower the price if no interest is generated.
She is lovely. If she was in the case (there were some of this grouping that came in a wooden case), they sell (SOLD prices on eBay at an average of $75.00.
For the boxed dolls, they are averaging (SOLD prices) at 11.99 plus shipping (buyer pays). If you see them ending higher, check to see if they are "free" shipping, which means the seller pays and then has to spend the $18-40 dollars him/herself to ship.
They do fetch slightly more on sites where there is no postage involved, like NextDoor or Facebook local Sale Want Trade groups, but they take much longer to sell as you have to find just the right buyer. The sold prices then may be $15-20.
She is lovely! I hope you are able to sell her. The market is glutted at the moment!
These dolls are listing for various prices online. I check to see how much they were selling for and they ranged from $5 all the way up to $89.
