the age would be later than 1989 as that is when this statement was first required.

Rose Medallion Chinese Bowls were made by the thousands/millions, starting before the 18th century so you will find this type of bowl is listed for sale in all ages, all sizes, and many different shapes and patterns.
You can check eBay's sold listings to see what smaller bowls are selling for. However, most likely, most of the sold items will be from an earlier date so determining a true value will be difficult. Your bowl may have more value if it is larger than 6".

If your bowl has a maker's mark, then add a photo of the mark.
You will need to show the photo of the bottom of the bowl to see the manufacturer's mark, if there is any. This could be something valuable, or just a reproduction.

You have a vintage Rose Medallion Chinese Bowl.
I'm assuming your bowl has a Made in China mark since you already know it's a Chinese bowl.
She doesn't look big. I think it's about 5-6" in diameter.
