Does anyone have any idea on this doll? Valuable? Maker? Seen this at a thrift for 50$ but half off for 25$ Worth the buy? TIA.

This appears to be a Rushton baby doll. There is a 17-inch one listed on ebay for $30, 15-inch for $85, and several others for $40. I'd say that if the doll appeals to you, grab it at the sale price and take good care of this collectible, made-in-USA toy!
I think $25 is way overpriced. See if the doll has a tag. Then go on ebay and filter out the dolls that actually sold. That way you know what it is really worth.
This question was asked a few days ago so you have probably made up your mind about whether to purchase this doll.
My first thought would have been: were you thinking about buying it for your own personal pleasure or were you thinking of flipping this on eBay or??
The problem with flipping items like this is the potential time involved. You have to pay for the item upfront so your seed money is unavailable until the item is sold. Items of this type can sometimes take months or even years to sell and only really lucky sellers have fast sales.
Many thrift stores now do their own research on eBay/online to determine what price to place on some of their collectible items.
It looks like that is what was done with this doll but it did not sell at $50 so they reduced it to $25.
Some of these dolls seem to be of higher value but I believe it would take someone who is very knowledgeable about this brand of doll to know what is making some styles more valuable than outers.
Here are the sold dolls on eBay's sold listings so check these out as some are in the hundreds while others are in the $50 or below.

I found a very similar vintage Rubber Face Plush Blue Baby Doll Toy 15" with pompoms and a bottle by Gund Rushton from 1950 or 1960s at $85
