I was gifted a framed Thomas Kincade Hometown Memories 1 lithograph. It is 36" x 40". It was already framed with a certificate of authenticity attached to the back of the frame. I am curious to know what the value of this picture would be?

Prices for this piece as described seem to be all over the map -- from $20 to >$1000 USD. I don't see them selling on the higher end, and imagine sellers are wishing against hope to recoup some of their original investment. Prices got a little boost when the artist died about 10 years ago, but he flooded the commercial market with these works on many media -- ultimately rendering them much less valuable. Others might be able to advise differently, but if ultimately you find that the estimate is outweighed by the hassle of listing and shipping, you might consider donating it to a community space such as a senior center.
It is very difficult to provide a value on these paintings as there are so many different variations that most of the time people are trying to compare similar to the old saying "like comparing apple & oranges".
There were 5 versions of Hometown Memories and each one can be seen in different sizes and materials.
Of course, most of the high-priced paintings will be on canvas and usually will be signed.
I do not believe your painting came from the Thomas Kincade gallery as their frames usually have a plaque showing the name of the painting. The COA is also the style that comes from an art gallery. You may notice there are numerous types of COA's and I feel sure that each one has a different meaning as to level/value when looking at these paintings.
