These dolls are beautiful but, sadly, very low value.
The COA number shows 199 but this means very little as this doll had a firing length of 100 days, so there is no way to determine how many dolls were actually produced.
The artist/designer is shown as Kathleen Hill.
I did not find your Miss Lillian but did find her counterpart;
Lady Jane is listed for sale on Poshmark; Shows the original price as $60 and the asking price at $25 plus shipping.
Lady Jane is also listed for sale for $42 on Mercari:

I did not find any sold dolls of Miss Lillian or Lady Jane, so it would appear that value would be less than $42 as neither of the listed dolls have sold.
