This is the Millennium Barbie that came out in 1999 and it was produced in 2 designs.
The first design had stars in the background and the 2nd had swirls (like yours).
There are over 300 of this same doll listed for sale on eBay alone and will increase every week until Christmas.
Asking prices are not considered value prices as these are just the price a seller would like to receive for their doll. Shipping is still expensive and these dolls can get crushed during shipping unless shipped in sturdy boxes.
