This is a mass-produced doll. She is one of 5000. She is worth $25 or less.
The company produced 5000 of these dolls and yours seems to be the first one made from the marking on the doll. There are so many of them out there that the value of the doll has decreased and people are just not that interested in buying dolls like this right now. You can find thousands of them listed on eBay and most of them are not selling. I would suggest if you want to sell the doll you can sell it locally using an app called LetsGo or even VargageSale.
Your doll not going for more than $25. You can try to stage the doll the best way possible for re/sale to get the best price. You can also donate to 1 of the many Holiday charities to make a child have a wonderful Holiday!
She is lovely! I am not surprised you have not found an exact match to her. There are thousands and thousands of dolls for sale at any given moment and most sellers have no clue how to list them so you would have to go through each doll one at a time to find her match and you still may or may not find her because some sellers only list with titles like Blonde Doll with Blue Dress.
The doll market is very soft at the moment and the Victorian gals like yours were hit hard in the value realm.
Not knowing her height--I can tell you that similar dolls that are in the 17 inch and under categories are currently either not selling or selling at a price of $10-15 depending on if the seller is asking the buyer to pay shipping or not.
The 28 inch gals sell on average of $15-20 (if they sell--many sit unsold).
A few of the 36 to 42 inch gals sell at the $35-50 range, again, if they sell as many are not sold...especially if there is shipping involved because the box to ship a gal of this size is going to be outrageous if you are shipping in the US and across country.
Dolls are best sold in local venues where no shipping is involved and the easiest for sellers is to have a consignment shop sell them for you (if they will...some stopped selling dolls because there is a glut and they are long on the shelf sometimes).

She is a lovely doll and several years ago some young girl would have loved to see her under their Christmas tree but sadly, that is no longer the case as young girls no longer have dolls on their 'wish list'.
Your doll is 1 of 5000 but not number one as this is the mark Cathay placed on every doll of the total 5,000 produced. Each doll has 1-5000 on their neck.
If you wish to sell our doll, I would also suggest you place her one of the local sites that you can add pick up only so there will be no shipping involved.
