Your doll's name is Laurie Lee, designed by Janet Johnson from the spring 1997 catalogue. She is part of the Franklin Mint Janet Johnson Collection of Victorian Winter Princesses.
Sales of dolls in this collection (but not your exact doll) have sold for between $9 and $40 in the last year, with an average price of $21.25.
I think her name is Laura Lee by the artist Janet Johnson (you have to scroll down pretty far in this link but if you can match the clothing, I think that is who you have):

If you watch the current auction and it sells, that will give you today's market value. I believe if the seller lowered the price to the high teens, he/she may get that price and then that would be the value.
She is quite lovely!! I feel bad she isn't worth more in today's market.
