I have a Giuseppe Armani Capodimonte figurine of a girl holding ducks. Is this worth restoring and cleaning up?

I used to sell bunches of these when I worked at Hallmark. While I don't know this particular figure, they had a large number of varieties of girls with ducks, geese, chicks, and chickens.
I am not sure what you are intending for cleaning up as these are porous and should not be submerged in water. You can clean them with a very dry damp (meaning dip and wring out well) white cotton rag that you gently use to wash off any spots and dust. Sometimes a pencil eraser (a white one) can get out stubborn spots--never use a color eraser as that will stain the piece). Use the eraser as a last resort if the damp rag does not work.
Unless you are a professional artist, any touch ups with paint would totally devalue the piece.
Cleaning up the wood would be OK, but it needs to be done as if it were a piece of "good" furniture with the correct products. Don't use a brown sharpie for example or a brown crayon. Use professional grade wood restoring products (which are expensive and when we talk value may not be worth it to you to go down this path).
If you are doing all of this to resell, which is sounds like you are thinking of since you are asking for values, you will need to disclosure that it was restored or that is a fast ticket to negative feedback when a buyer gets something he/she thinks is an original and it has been restored or repaired.
I was not able to find an exact match to your lovely on eBay or any of the sites I frequent (neither sold not current) I do know from resell experience that the girls/bird figures are the least desirable and where I am they fetch under $25 each, if they sell.
Finding the exact item SOLD will give you the value today. Never use asking price as a value because sellers will as a lot and think things have value, but if no one pays, the value becomes ZERO!
You can will see on eBay many UNSOLD of similar figures. The asking prices are all over the board, but they are all unsold.
Many of these have been sitting unsold for years. The problem is Giuseppe Armani made WAY to many with this theme and there are a glut on the market right now.
As is, I would suggest starting it "as is" in a 7 day auction at 14.95 and see if it goes up. Ebay just changed their policy on auctions and my go to of 30 day, fixed price best offer is gone. That was usually the best way to gauge the market (starting high and then gradually dropping prices until the item sells).
If you are going to restore it, you would have to drop the value down to 7.95 and see if it sells higher. You would have to disclosure everything you did to it also.
I am sorry I don't have better news for you on this cutie! Post back what you fetch for it!! My hope is that when you list it, it will be the perfect time where someone wanted this exact one and is willing to pay big bucks for it!! The market sometimes works that way!! It is like the wild, wild west on eBay these days!!!
