In decent condition the tables are selling for around $125 to $175 online. In the current condition the table would maybe bring in around $50 if you are lucky. If you want to restore the table it may help in getting a few extra dollars for the table. If you want to sell it you need to tell the buyer that the table has been restored andit is up to them to decide one way or the other if they want it.
I, personally would not consider restoring a table with this much damage as the one leg looks very badly damaged and only an expert would venture to restore it and the cost would not off-set the low increase in value.
The harp/lyre tables have held their value better than other pieces but there are always several listed for sale on many sites so buyers still have a good choice and most buyers will choose an original condition table many times over a 'restored or owner refurbished' especially when the price is about the same.
Potential buyers may buy a 'refurbished' table from a dealer because they may feel it was done by a professional and will be in good condition.
One of the most important things to remember when selling anything is to tell the truth about the condition because when selling something you usually always have to guarantee it and a misstated condition can get costly if the buyer is unhappy with your description/item.
If you really wish to try your hand at this I would suggest you 'refurbish' your table and do not try to 'restore' it.
I do not know how much the claws would cost but these you might want to consider.
As to what to do about the leg damage? Maybe just sanding it smooth and replace the claw.
Other nicks and damage - maybe find a good cover color to match the table.
Sold as is - right now - considering the cost of shipping as well as the current crisis - your table might be difficult to sell at any price.
Someone may give you a 'value' if you redo your table but I do not think anyone can estimate the amount of money involved or what the table may look like when you finish so any value given would be just a guess and not something you should place any confidence in (my personal opinion).
