I have a figurine that states it is a Regency Fine Arts figurine. It has the name of Christina 2001 on it as well. Is it a collectable and if so, do you know the value?

These figurines are in the $30 range on Etsy.
She is lovely but this company made so many of each piece (up to 15,000 of each type) that it is difficult to place these at over $25 current value and may still be difficult to sell.
Your figurine may have a number on the bottom of the statue.
Your statue is a nice Art Deco style and may sell a little faster but the market for these figurines is glutted and has been for a long time. Many seniors are dumping their 'collectables' and this means almost all will be low value.
Here are a few similar examples of similar figurines.
I only found one like your figurine (and you do not state size) but these are similar and only show the asking prices as none were showing up in the sold section (that I could find). Asking prices are not true value as only a sold price can show current market value - a price someone was willing to pay.
Most will be in the UK as this is where they are the most popular.
