I have the Seymour Mann Signature Series Collection doll, num. 431/1200 Style No:C-38068 DALI-02. It is in the original box, all pieces are accounted for and untouched. I also have the certificate of authenticity. What might the value of this be?

Seymour Mann dolls are mass-produced. They have a value of $25 or less.
Can you please post a photo? Most of my experience with doll values is done through photos. The numbers rarely help me in my research in valuing.
Thanks!
Occasionally someone will pay more than $15-$25 for one of these dolls but it is very rare as the company (as well as other companies) just produced too many dolls and everyone called them "collectible" and many people bought them thinking they would increase in value. Sadly, they decreased in value.
Numbers on these dolls really mean very little when doing research as only inexperienced sellers add any of these numbers to their listings.
Pictures and names are the only way to research for value.
Most of these dolls will all have their COA and still be in their boxes because they were purchased for investment and never played with.
You can check this link for your doll and maybe place a watch on any you wish to see if they sell. Just remember, these are the sellers asking prices and usually have very little to do with a selling price.

The following link is to dolls that actually sold on eBay in the past several months. These prices represent the current market price for these dolls.
