Ashley Belle dolls, even with a certificate, are usually worth $25 or less
Your picture is very dark and it is difficult to distinguish if this is a boy or a girl. The reason I am asking is because it looks like a girl but the certificate says the name is Samuel and usually, Samuel is a boy's name.

I agree with cybergrannie that this is probably not the correct COA for her, as to me she looks like one of the ones we used to sell in a Victorian dress. Can't remember her name though. COAs don't have a lot of weight with doll sales as it was more of a marketing tool when sold than anything else. Sad that the doll companies sold most of us a bill of goods that was supposed to appreciate and did nothing more than look pretty and collect dust :(
I looked on eBay (using the search Ashley Belle Victorian) and there are none exactly like her either for sale or completed) so her EXACT market value is only determined by finding an EXACT example of your doll in eBay (or another auction site's) SOLD section.
Asking prices are useless as people can ask the world. Only SOLD tells you what someone else will pay.
Unfortunately, unless she is one of the brand's 48 inch dolls, most of the smaller dolls have not hold their value and sell well under $15, some as low as a few dollars plus shipping.
What I have been suggesting to those who have these dolls is if you have the space, consider holding on to them for another 10-15 years OR donate them somewhere where they can go directly into the hands of a child who will love it as dolls were meant to be loved and if you can take the tax credit.
