The certificate of authenticity means very little with mass-produced dolls. They are worth $25 at best.
I am not seeing any of this particular cutie on eBay at the moment. You can check back for active auctions to WATCH, but to determine value (what someone will actually pay) only look at SOLD auctions. This will give you a good idea of her exact value in today's market.
Type her name into eBay's search and when you click enter you will get current auctions. To find sold, scroll to the the bottom left of your screen (on a computer or tablet--at least mine) to click SOLD and see what the final price is. If there is more than one sold, you can average them together to get an approximate value.
