I have an old reel rider mower made by Gemcoe. It was manufactured in Buffalo by, I believe, General. It works. What's it worth and what year was it manufactured?

I have a Gemco catalog from 1958 in which your mower was listed new at 180.95. It was the "New, Advance Design 1958"
It was the 24 inch Deluxe Gemco-Reelrider. It boasted a 2 3/4 horse power 4 cycle Briggs & Stratton engine.
It is a neat piece!
When I want to learn more about history, I go to Google Images and look at the old advertisements:

When I go to value the item, I only look at eBay or other auction sites SOLD auctions that tells me what people pay.
I don't see any on eBay at the moment, so you may want to check back frequently to find a sold one that is exactly like yours.
The other thing I tell people about value, is sometimes pieces like yours are actually worth more for parts...meaning if you are handy and take it apart, each part may collectively add up to MUCH more than you would get from the whole.
This is because people have these items and want to repair them or restore them with original parts.

It is almost impossible for us to place a value on a vintage mower especially if it is a generally unknown brand. Vintage mowers such as yours may be a collectible item or it may just be an old mower but without some sort of online history in sales we may be at a loss to help you.
