This shaving mug has a bottom marking which says only "Germany" (not "made in Germany"), with the number "15" in the center

From what I can make out, it looks like it was made in Germany, and it looks old. I would contact a dealer for antique porcelain.
Your cup has a mark "GERMANY 79".

I found a set of six German child's elf fairy & gnome cups & saucers with "Germany" back stamp and number listed at $215

Cups are approximately 2" tall, the saucers are 4.75" in diameter. The set is featured in Lorraine Punchards book, Playtime Pottery and Porcelain from Europe and Asia, pg. 105 and dates circa 1900, but pieces have circular "Germany" back stamps.
