My red velvet pants, which had been washed before, rubbed the red color onto the bottom of the new ivory colored t-shirt I was wearing. The tee has a color emblem at the top so I cannot use bleach or a color remover.

Red is the very worst color for transferring dye to anything it touches (and sometimes it does this forever). You may have to find a black or even red shirt to wear with your red pants. It seems that velvet/velveteen is the worst type of material for this also - the color seems to be permanent but still rubs off.
It sounds like Judy's suggestion might work (and not remove the color from your emblem) but if not, you might want to try a Color Run Remover as this should not harm the other colors in your tee.
This is NOT the same as Color Remover or Color Grabber so be sure to read everything on the package.
Most large stores carry this but it can be found online also.
Yikes...I do hate when this happens. Is the shirt cotton? This is the only fabric I have had luck getting this kind of stain out.
You can try making a paste out of a tablespoon of vinegar, a tablespoon of lemon juice and baking soda in the bottom of a clean bucket. It will foam. Add cold water--enough to cover the stained part (do not put the whole shirt in since you have a color emblem).
Swish it for a few minutes and then let it sit for 15 minutes then rinse. You may need to repeat it several times. Do not use the dryer on the shirt in this process as it will set the stain. Dry the shirt outside in the sun, if you can, to help facilitate the process.
