I rent an apartment with a GE top load washer. Lately it will not spin with a load of clothes in the washer. When I take the clothes out and test the machine still no spinning. But if I let it sit overnight then it will spin with an empty drum. I've read my manual and done everything suggested. I'm frustrated and perplexed, is it me or the washer?

Sounds like maybe your belt stretched out or just bad or it could be a baring in the drum
It could be as simple as a tub nut, or as extensive as a transmission. Does it make noise too?
It is not noisy, other then the spin, it goes through all the other parts of the wash cycle and makes the appropriate noises.
I am just trying to determine whether it is a user issue as my manual indicates if the washer spins when empty but not when full then that is likely what it is.
Your landlord or landlady is responsible for the washer, not you. They should fix or replace.
Let's face it, a washer that won't spin the water out is of no value. It could be that the washer is out of balance or a number of other things.
You rent? Contact the landlord.

Since you are renting it is definitely the responsibility of the landlord to either have the machine repaired or replaced.
You should notify them as soon as possible as it will probably take them a few days to check it out and decide what to do. If it is a large complex, they probably have maintenance people who do this sort of thing all the time.
In any case, be sure you ask for a date the machine will be fixed and follow up with calls if the work is not done on time.
