I had an old washer that was leaving the clothes still wet. I went out and bought a brand new washer and it's having the same issue. How can I tell if it's my pipes or a weird coincidence that both washers were doing the same thing? We used the same hose and inspected it and it's fine.

You may have a clog in the pipe that it is draining into.
I would check the drainage pipes in your home and run a snake down them. Washing machines can add some lint to the water and when the water leaves and drains it can be trapped in the pipes. This can cause all the water to not drain out of the machine and leave your clothes wet.
Ours was the timing device when we had this issue.
It was an old washer and three times they tried to fix and it never worked.
How we figured it out was when it stopped, we were able to manually click it one notch on the dial, it would resume the spin and all the water would then be removed.
That worked for me to tell me it was the timer,
