My mother-in-law's hot water heater went out. She is currently wheelchair-bound. She has no funds to purchase a new water heater and I'm wondering if you guys know where I might find assistance that can help me to resolve my mother-in-law's issue?

You could contact HUD.org, Habitat for Humanity, or Council for the Aging. A local plumbing company by me does charity work. A company in your area may, too.
I WOULD CHECK OUT THE LOCAL CHURCHES FIRST.
THERE ARE GOVERNMENT GRANTS THAT SENIORS CAN APPLY FOR,ALSO LOW INCOME EARNERS.
HERE IS A LINK TO WHERE THEY CAN APPLY.
Every city is different and her water or electric company may have resources that can assist. You can find their numbers through the bill or Google.
If you are so inclined, you could set up a Go Fund Me account for her and ask your social media friends and other family to help. People can be quite generous if they know there is a need and how they can help!
Prayers that you can find the help you need!
basically all the above listed by others are great resources
you really want to check your local municipality, county, or city charitable organizations, especially those that deal with the elderly, or home repairs.
