Water Heater Tripping Breaker?

I have a brand new Whirlpool electric water heater, wired on 9-3-2013. One of the two 15 amp breakers trips after 7 minutes of operation. Internal temperature reset does not trip. I checked connections, wires, elements (ohms), checked voltage, brand new 15 amp breakers, voltage reading on each phase is at 123 volts. It is well grounded as required.

Possibly the water heater itself is faulty. Call the manufacturer they may have answers. Hope this helps.
