i have a 2003 Kenmore side by side fridge. I recently moved and when I connected the fridge, the water freezes in the shute to go into the ice tray. I have defrosted the line and water comes back out, but gets frozen again. Water no longer comes out of the dispenser as well. What could be the problem?

Your water may run colder at your new place. If you put cold water in one ice tray and room temperature water in another ice tray, set them side by side in the freezer, the cold one would start icing over first.
Maybe wrapping the water line to the Kenmore like you do water pipes in winter would have the same affect. Maybe not but it would be a cheap and easy to find out.
